Combine PDFs and images into one PDF — in any order

This is the tool for mixing file types: drop in a combination of PDF documents and images and merge them into a single PDF, arranged in whatever order you choose. Drag the cards — each shows a real thumbnail, images previewing themselves and PDFs rendering their first page — to set the sequence, then combine. Every PDF keeps all of its pages at their original size, and every image becomes its own page, either at its native size (“fit to image”) or a page size you pick, scaled to fit and centred.

It accepts JPG, PNG, WebP, GIF, BMP, AVIF, and HEIC/HEIF (iPhone photos) alongside your PDFs, so you can staple phone snapshots onto a report or slot a scanned receipt between contract pages without converting anything first. Everything is combined in your browser with pdf-lib, so your files are never uploaded and never leave your device. This is the one tool that mixes both types: to join PDFs only use Merge PDF, and to turn photos alone into a PDF use Image to PDF. Unlock a password-protected PDF first before adding it.

Frequently asked questions

Are my files uploaded to a server?
No. Your PDFs and images are combined entirely in your browser. They never leave your device. You can confirm it by opening your browser's Network tab while combining: no file data is sent.
How is this different from Merge PDF or Image to PDF?
Merge PDF joins PDFs only, and Image to PDF turns photos into a PDF. This tool is the one that mixes both. Drop in a mix of PDFs and images and combine them into a single PDF, in whatever order you choose.
What happens to each file?
Each PDF keeps all of its pages at their original size. Each image becomes one page: either its own size (“Fit to image”) or a page size you pick, scaled to fit and centered.
Which image formats can I add?
JPG, PNG, WebP, GIF, BMP, AVIF, and HEIC/HEIF (iPhone photos), alongside any PDFs. Every card shows a thumbnail: images show the photo, PDFs show their first page.
Can I combine password-protected PDFs?
Not directly. Unlock a protected PDF first (with Unlock PDF), then add it here. If a file can't be added, you'll get a clear message naming it.
Is Combine PDF & Images free?
Yes, it's completely free to use, with no sign-up and nothing to install.
